The River Bluffs Scenic Byway is found in northeast Iowa in Fayette and Clayton counties in what is locally known as “Little Switzerland.”

Clayton County Communities along the River Bluffs Scenic Byway are Elkader, Elkport, Garber, Guttenberg, Marquette, McGregor, St. Olaf and Volga. Smaller communities along the way: Giard and Gunder.

Roadways included are: State Highways 13 & 18, County Roads B-60, B-65, C-24, C-7X & X-3C
